Replacement of expiring student educational programs and operations levy
|
Battle Ground Public School has a levy on the ballot for an election on Feb. 10, 2026. Even after the district made budget cuts for the current school year, state and federal funding alone do not cover the rising costs to educate 13,000 students in 19 schools. Starting in January 2026, Battle Ground Public Schools will be the only Southwest Washington school district without a local educational programs and operations levy.
If approved, the levy would support: |
- Student safety, discipline and assistant principals
- Smaller class sizes
- Special education
- Teachers
- Nursing
- Counselors and mental health support
- Sports/extracurricular activities
- And more

School finance 101: District financial health
|
The Office of the Superintendent of Public Instruction monitors the health of school districts and assesses their financial stability. Based on factors like spending, savings and how long a district could operate if all funding ended suddenly, each district is assigned a financial health score. A 4.0 is considered a perfect score.
BGPS score
Battle Ground’s score increased from 3.05 to 3.35 for the 2023-24 school year, the most recent for which scores are available. The average score for all other K-12 Clark County school districts that year was 2.64.
However, the loss of levy funding starting in 2026 will dramatically lower that number, at least temporarily. If the district were to receive additional funding, that money would help begin to raise the score again in subsequent years.
State control Decreased financial stability means increased state control of district finances. Scores below 1.75 result in the state issuing a warning. OSPI can increasingly dictate or approve specific financial actions as a district’s financial situation worsens.

School board meeting updates |

BGPS’ board of directors recently held a special meeting/work session and two regular meetings. |
Nov. 24 regular meeting During the regular meeting, the board approved: |
- Resolution N-25 regarding the replacement of an expired student educational programs and operations levy. This levy will appear on the ballot for the special election on Feb. 10, 2026.
- Appointment of the required committees for and against the levy.
- Revised policy 6220 regarding the requirements for bids or requests for proposal.
- First reading of policy 3425 regarding accommodations for students with adrenal insufficiency
- Revised policy 2020 regarding course design, selection and adoption of instructional materials
- Revised policy 2021 regarding library information and technology programs
- Revised policy 5000 regarding the recruitment, selection and evaluation of staff
- Revised policy 5260 regarding personnel reports

Dec. 8 special meeting/work session and regular meeting The special meeting/work session included a discussion of school improvement plans by Yacolt Primary School and Amboy Middle School.
During the regular meeting, the board did not have any old or new business to approve, but it heard an end-of-year financial report for the 2024-25 fiscal year. The board also welcomed new directors Chris Grewell, Marshall Marrott and Lorri Sibley and elected new officers. In addition, the meeting included a recognition of outgoing directors Ted Champine, Mary Snitily and Jackie Maddux, who concluded their terms.

Regular meetings will be held on Jan. 12 and Jan. 26 at 6 p.m. There will be a special meeting/work session on Dec. 22 at 6 p.m. and Jan. 26 at 4 p.m.

Congratulations to the student-athletes and coaches from Battle Ground and Prairie high schools who were named to the all-league teams for the 4A and 3A Greater St. Helens Leagues! Highlights include: |

Unified bowlers strike gold at state |
Battle Ground High School's Unified bowling team competed in the state competition in early November. Not only did a record number of student-athletes (11!) qualify for the state tournament, but nine of the bowlers also earned first place medals.
Through Unified Sports, students with and without intellectual disabilities work together on the same team to promote understanding and friendship and help build communication, collaboration and leadership skills.
